Context

The Risk Manager is responsible for leading the identification, assessment, monitoring, and mitigation of risks across transport and infrastructure projects. The role ensures that strategic, operational, financial, regulatory, safety, and project risks are effectively managed to support project objectives, maintain compliance and promote resilient decision making.

 

This position plays a key role in embedding a strong risk management culture across the project, ensuring that risks are understood, reported clearly, and managed proactively throughout the lifecycle.

With a focus on the design of high-speed rail infrastructure, the Risk Manager may also support other markets in the UK and overseas

Missions/Main Duties

 

  • Develop and maintain project risk management frameworks, policies, processes and procedures.
  • Identify, assess, monitor, and report project operational and compliance risks.
  • Facilitate risk workshops and risk reviews to ensure risks and opportunities are identified and assessed.
  • Maintain and update risk registers, ensuring risks, controls, actions and owners are clearly recorded.
  • Track mitigation actions and monitor the effectiveness of risk controls and treatment plans.
  • Escalate significant, emerging or unmanaged risks to senior management where appropriate.
  • Provide risk analysis, insight and recommendations to support informed decision-making across projects.
  • Prepare accurate risk reports, dashboards and presentations for internal and external stakeholders.
  • Support project teams and clients in developing practical solutions to manage and reduce risk exposure.
  • Work closely with project leadership, engineering teams, technical specialists, 3S teams and other stakeholders on risk-related matters.
  • Ensure risk management activities are aligned with project objectives, governance requirements and delivery priorities.
  • Support incident reviews, lessons learned activities and business continuity planning where relevant.
  • Promote risk awareness and provide guidance and training to embed good risk management practice across the organisation.
  • Ensure compliance with relevant regulations, industry standards and contractual requirements.
  • Build and maintain effective relationships with clients, contractors, and other external stakeholders to support successful project delivery.
  • Promote continuous improvement in risk management processes, tools and reporting.
  • Demonstrate behaviours that support collaboration, respect, excellence and empowerment.

Profile/Skills

 

  • Proven experience managing risk within infrastructure, construction or other large-scale project environments.
  • Demonstrable experience in risk management or a closely related project controls discipline.
  • Experience facilitating workshops to identify, assess, mitigate and review risks with multi-disciplinary stakeholders.
  • Strong analytical skills, with the ability to interpret complex information and translate it into clear risk insights.
  • Experience undertaking qualitative risk analysis and quantified cost risk analysis.
  • Intermediate proficiency in Microsoft Excel and Word, with competence in PowerPoint for presentations.
  • Competence using risk databases or risk management systems to maintain accurate records and support reporting.
  • Recognised risk management or project management certification, such as APM Project Management, PMI-RMP or equivalent.
  • PRINCE2 or equivalent project management certification.
  • IRM Risk Certificate or equivalent risk qualification.
  • Lean Management or Six Sigma certification.
  • Member of relevant institution (PMI, APM desirable).

Desirable

 

Advanced technical capability

  • Advanced Excel skills for data analysis, modelling and reporting.
  • Experience using tools such as Primavera Risk Analysis, Palisade @RISK, Xactium, ARM and Power BI.
  • Experience undertaking quantified schedule risk analysis.

Project planning and controls

  • Understanding of project planning and its integration with risk management, change control and reporting processes.

Industry knowledge

Exposure to construction practices within major infrastructure projects.
