Missions/Main Duties

Key Responsibilities

The HSE Manager will establish and maintain the project HSE management system and ensure its effective implementation across all work sites, offices, depots, and associated project interfaces. The role includes preparing and updating project-specific HSE plans, procedures, risk registers, emergency response arrangements, and environmental management controls.

The position requires close coordination with project management, construction teams, supervision staff, contractors, subcontractors, and client representatives to ensure that HSE expectations are clearly communicated and consistently applied. The HSE Manager will monitor compliance, identify areas for improvement, and take a leadership role in driving continuous HSE performance enhancement.

The HSE Manager is also responsible for overseeing incident reporting and investigation, regular site activities conducting regular audits and inspections, ensuring corrective actions are implemented, and maintaining accurate HSE records and reporting dashboards.

Detailed Duties and Responsibilities

  • Develop, implement, and maintain the Project HSE Plan in line with company, client, and legal requirements.
  • Ensure compliance with all relevant Egyptian health, safety, and environmental laws, regulations, and permits.
  • Lead HSE risk assessments, method statement reviews, and job safety analysis processes.
  • Monitor site activities to ensure safe execution of high-risk works, including excavation, lifting operations, electrical activities, work at height, traffic diversions, confined spaces, and work near live public areas.
  • Conduct regular HSE inspections, audits, and behavioral safety observations.
  • Lead investigations into incidents, accidents, dangerous occurrences, and near misses, and ensure root causes are identified and corrective actions are closed in a timely manner.
  • Review contractors’ and subcontractors’ HSE plans, competencies, and compliance performance.
  • Organize and monitor induction training, toolbox talks, HSE awareness sessions, and emergency drills.
  • Ensure availability and effective use of personal protective equipment and other control measures.
  • Prepare HSE reports, presentations, and statistics for internal management and client reporting.
  • Monitor HSE KPIs and trends and recommend preventive and system improvement actions.
  • Liaise with external stakeholders, including authorities and emergency services, when required.
  • Promote environmental compliance through effective implementation of waste management, dust suppression, noise control, pollution prevention, and community protection measures.
  • Support project leadership in creating and sustaining a positive HSE culture.
  • Intervene and stop unsafe work where there is imminent risk to people, property, or the environment.

Profile/Skills

The ideal candidate should have substantial HSE experience within major infrastructure or multi-disciplines, transportation projects. Previous involvement in rail, tramway, metro, or urban mobility projects is highly desirable.

The preferred profile includes:

  • Minimum 18 years of HSE experience.
  • Minimum 5 years in a managerial or senior supervisory HSE role.
  • Proven experience on major construction, infrastructure, rail, tram, or metro projects.
  • Experience working in dense urban environments with public interface risks.
  • Experience managing contractors, subcontractors, and multicultural workforces.
  • Good understanding of local regulations and international HSE best practices.

Technical Skills and Competencies

The successful candidate should demonstrate strong technical and leadership capability, with the ability to influence site teams and ensure compliance through engagement and discipline. The role requires excellent communication, analytical thinking, and organizational skills.

Key competencies include:

  • Strong knowledge of construction and transportation project HSE risks.
  • Good understanding of incident investigation techniques and root cause analysis.
  • Ability to prepare policies, plans, procedures, and detailed reports.
  • Effective audit, inspection, and monitoring capability.
  • Strong communication and stakeholder coordination skills.
  • Ability to work under pressure and manage multiple interfaces.
  • Proficiency in Microsoft Office and HSE reporting tools.
  • Fluency in English and Arabic.
