Qualifications Profile

  • Experience on industry relevant projects for position, preferably with successive responsibility on large projects transportation or infrastructure projects.
  • Accredited college degree in related industry activities (engineering or construction management) or equivalent related experience.
  • Certifications of continued industry training and education related to the work such as specifications quality standards related to the heavy construction, rail or transportation industry.
  • Preferred Internal Auditor skills.
  • English fluency in reading, writing and speech.
  • Proficient experience in key MS Desktop applications.
  • Preferred prior experience on multi-phase projects.

Profile/Skills

Technical, Operational and Functional Responsibilities:

Manages direct report QA / QC Engineers on a daily basis. Sets work schedule QA/QC team for shift work and rest days. Performs quality control inspection duties related to construction Contractor work activities including, but not limited to the following:

  • Review submissions from the Contractor and prepare comments
  • Receives inspection notification from Contractor and ensures attendance as described in ITP
  • Maintains frequent contact with contractor’s quality control staff in performing their duties.
  • Performs observation, surveillance activities on selected Contractor project field activities and field supervision operations. including health, safety and environmental controls.
  • Prepares summary Site Observation Reports from direct reports reflecting observations, discussions and/or significant events and liaises with Project Construction personnel for any significant quality matters. Maintains a daily diary and issues daily reports to the Quality Manager 
  • Issues Site Observation Reports (SOR) to Contractor as appropriate and ensures Site Discussion Register is maintained for the project
  • Monitors progress for close out evidence of NCRs and surveillance findings.
  • Discuss NCR and Quality Violation Notices (QVN) progress with Contractor and Quality Manager at regular workshops
  • Monitors project safety programs, assuring Contractor adherence to its approved safety plans as well as contractual requirements
  • Witness planned inspections as notified by the Contractor (IR) and maintain photographic records and prepare written observation report with the inspection result.
  • Witness laboratory sampling and testing
  • Witness Material Inspetion and testing
  • Witness site inspections 
  • Ensure approved materials are procured, stored and used in the Works 
  • Provides reporting to Project field management organization of any deficiencies in Contractor compliance with approved plans and procedures, issues related to implementation of the work and other pertinent matters.
  • Recognize developing issues related to unsafe situations, ineffective quality management by Contractor personnel and work that is contractually non-compliant or contrary to approved plans or procedures.
  • Maintains proactive relationship with Contractor’s quality and supervisory staffs and Employer personal to facilitate any necessary corrective action by the Contractor in accordance with authorized procedures.
  • Other supplemental duties as appropriate from time to time.
