The Senior Civil QA/QC Engineer will be responsible for leading all civil quality assurance and control activities for a metro project in the operation and maintenance stage, ensuring full compliance with contractual, regulatory, client, and international standards. The position is part of the PMC (Project Management Consultancy) team and requires working closely with multi-disciplinary teams, contractors, and asset managers to maintain high-quality standards throughout asset life-cycle activities.

• • Develop, implement, and monitor QA/QC plans, procedures, and specifications for civil works (stations, viaducts, tunnels, facilities) during the metro’s operational phase.
  • Oversee inspection processes, maintenance activities, and remedial works to ensure that operational assets remain in conformity with local and international standards
  • Review and approve contractors’ and sub-contractors’ method statements, ITPs (Inspection & Test Plans), and material submittals.
  • Conduct site inspections and audits to verify compliance with QA/QC requirements, and provide reports and recommendations for corrective actions.
  • Liaise with O&M (Operations & Maintenance) teams, track managers, and client representatives to resolve quality issues, NCRs (Non-Conformance Reports), and implement preventive measures.
  • Analyze field data, test results, and O&M records to identify trends or recurring quality concerns, recommending remedial solutions.
  • Manage and mentor junior engineers and inspectors, transfer QA/QC best practices, and ensure team performance.
  • Support permit-to-work, safety, and operational compliance processes as needed.
  • Interface with independent assessors, authorities, and stakeholders during audits, inspections, and handover activities.
  • Prepare regular QA/QC reports, KPI metrics, and status updates for senior management and the client.
  • Ensure lessons learned are captured and incorporated into future procedures.

• Bachelor’s Degree in Civil Engineering or related discipline.
• Minimum 15 years of experience in QA/QC for infrastructure or rail/metro projects; PMC and/or international project experience is an advantage.
• Thorough understanding of ISO 9001 and relevant railway/metro codes, standards, and regulations.
• Strong communication, analytical, and report writing skills.
• Proficient with MS Office and QA/QC management software.
• Strong understanding of the operational challenges of metro systems, asset management, and life-cycle maintenance.
• Saudi Nationals preferred
