Context

The Programme Delivery Director will take overall responsibility for the performance of the Consultant’s delivery against agreed objectives within the Client's organization. In this senior leadership role, the Programme Delivery Director will provide expert program management advice, mentoring, and strategic support to ensure the successful delivery of transport infrastructure projects and initiatives.

Missions/Main Duties

  1. Lead and oversee the transport-related programme of works for the Client, ensuring alignment with strategic goals and objectives.
  2. Directly manage the Consultant’s performance, ensuring the delivery of services on time, within budget, and to agreed quality standards 
  3. Provide executive leadership and guidance to cross-functional teams, ensuring effective collaboration and efficient delivery of transport projects.
  4. Provide high-level strategic advice on programme and project delivery, risk management, and governance processes.
  5. Offer mentoring and coaching to senior staff and the Consultant’s team, developing talent and driving continuous improvement across the transport function.
  6. Facilitate the development of long-term strategic plans for transport infrastructure in the region, ensuring alignment with the Royal Commission's broader vision and objectives.
  7. Oversee the full lifecycle of transport programmes, from concept through to delivery, including planning, execution, and evaluation.
  8. Ensure projects are aligned with the Client's requirements and standards, meeting all technical, regulatory, and operational expectations.
  9. Act as the key point of contact between the Client and the Consultant’s team, maintaining strong working relationships with stakeholders.
  10. Develop and present regular performance reports, project updates, and recommendations to senior stakeholders within the Client's organization
  11. Ensure that all transport-related projects are delivered in compliance with local regulations, Royal Commission policies, and industry best practices.

    Maintain rigorous programme governance frameworks, ensuring all projects follow approved methodologies and control processes.

Profile/Skills

 

    • Chartered Professional in an engineering or project management discipline (e.g., CEng, PMP, or equivalent).
    • Bachelor's or Master’s degree in Civil Engineering, Transport Planning, Project Management, or a related field.
    • Minimum of 20 years of experience in programme and project management, with a proven track record of delivering large-scale transport infrastructure projects.
    • Significant experience in leading multidisciplinary teams, managing consultants, and overseeing complex projects in the transport sector.
    • Expertise in working with governmental or large-scale public sector infrastructure organisations, particularly in the Middle East or similar regions.
    • Strong understanding of regulatory frameworks and best practices for transport infrastructure.
    • Excellent strategic thinking and problem-solving abilities.
    • Excellent communication, interpersonal, and stakeholder management skills.
    • Ability to manage budgets, schedules, and resources effectively.
    • High level of political and cultural awareness, particularly in relation to the Middle Eastern context.
    • Experience working with or within the similar governmental bodies in the region
    • Middle East experience a must
    • Familiarity with the latest trends in sustainable and smart transportation systems.
