Context

The Public Transport Expert will be responsible for providing expert advice and strategic support in the planning, development, and management of public transportation delivery partnerships. Provide direction, support and guidance on all public transportation activities including Bus, Taxi and Metro operations at the different stages of feasibility, design, operations.

 

The role will focus on enhancing the collaboration between public transportation authorities and third-party delivery service partners, ensuring alignment with government policies, optimizing service delivery, and improving overall transportation systems

Missions/Main Duties

    • Act as the primary liaison between the government transportation authority and delivery partners, including logistics companies, ride-sharing platforms, and e-commerce entities.
    • Facilitate communication and collaboration between public agencies and private delivery stakeholders to ensure mutual understanding and alignment with national transportation goals.
    • Work with transportation operators and third-party delivery service providers to design, implement, and improve delivery partnership models.
    • Evaluate the performance of delivery partners, provide guidance, and recommend improvements to ensure optimal service delivery and compliance with government standards.
    • Support the development of policies and regulations for public transportation systems that integrate third-party delivery services while ensuring safety, efficiency, and sustainability.
    • Provide data-driven insights and recommendations to shape the future of public transport and delivery networks.
    • Collaborate with operational teams to monitor day-to-day operations and resolve any issues or challenges arising from the partnership between transportation authorities and delivery partners.
    • Analyze transportation routes, delivery schedules, and capacity utilization to optimize the public transportation system’s integration with delivery services.
    • Explore and assess new technologies and digital tools that can improve the efficiency and effectiveness of public transport systems, particularly in the context of last-mile delivery.
    • Recommend and promote the adoption of new tech solutions, such as route optimization software, data-sharing platforms, and automated vehicle integration.
    • Define key performance indicators (KPIs) for delivery partners and public transportation integration.
    • Monitor, evaluate, and report on the progress of initiatives, identifying areas for improvement and growth.
    • Ensure all delivery partner operations comply with local transportation laws, regulations, and safety standards.
    • Assess potential risks related to delivery partner activities and implement mitigation strategies.

Profile/Skills

    • A Bachelor’s degree in Transportation, Urban Planning, Logistics, Engineering, or a related field.
    • Chartership in Engineering or a related discipline is a must
    • Minimum 25  years of experience in the public transportation sector, logistics, or transportation planning, with a focus on public-private partnerships and delivery systems.
    • Proven track record in managing large-scale transportation projects and/or partnerships with third-party delivery providers.
    • Strong knowledge of transportation planning, delivery models, and the integration of delivery services into public transit systems.
    • Familiarity with transportation management software, data analytics tools, and technology-driven solutions.
    • Proficiency in MS Office Suite, project management software, and other relevant tools.
    • Strong communication and negotiation skills, with the ability to engage stakeholders at all levels.
    • Analytical thinking and problem-solving skills.
    • Ability to manage multiple projects and priorities effectively.
    • Knowledge of relevant local and international transportation regulations and best practices.
    • Experience with public sector projects and government policies is a plus.
