Context

The Testing and Commissioning Director plans and coordinates all related testing and commissioning work and activities across the Project. Full technical responsibility for interpreting, organizing, executing, and coordinating assignments. Responsible for leading all Testing/Commissioning activities at each stage of the project.

Missions/Main Duties

Major Responsibilities:

  • Provides coordination oversight of all Testing and Commissioning activities on the Project. 
  • Develops the projects Testing and Commissioning strategy to support  the engineering design and construction sequencing.  
  • Keeps informed on the status of the Project involving assigned personnel with respect to schedule, budget, work quality and client satisfaction, and contributes leadership, experience and expertise in the solution of difficult problems. 
  • Working with the Interface Managers and Engineers to ensure that the Project and subsequent Contractors designs collaborate with each other such that the systems, rolling stock, and infrastructure interfaces are defined, designed, and managed to meet the Projects Testing and Commissioning requirements. 
  • Reviews major changes or deviations in the Project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment. 
  • Directs and provides technical and administrative guidance to assigned project and/or discipline engineers in the management of testing and commissioning of projects. 
  • Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program. 
  • Take personal responsibility to ensure your own and others’ health and safety – including those who may be affected by the delivery of this role. 
  • Co‐operate in all matters relating to health, safety and environment, including following safe working procedures at all times and not deviating from agreed safe system of work 
  • Conducts annual performance reviews in accordance with approved procedures and holds career development. 

Profile/Skills

  • Degree or postgraduate qualification in science, engineering from an accredited university or equivalent qualification. 
  • Minimum of 15+ years progressive experience in delivering rail projects. 
  • Proven experience in executing rail projects, supporting project teams in the development, verification and validation of designs throughout the project lifecycle from Feasibility and Design to Implementation and Client Handover. 

Required Knowledge and Skills:

  • Thorough understanding of the process to ensure interfacing between various parties and the use of specific tools to support integration. 
  • Proven ability in testing and commissioning of major railway infrastructure projects. 
  • Fully knowledgeable and conversant with relevant European, American and international civil engineering and railway codes and standards  
  • Broad knowledge of precedents in the rail industry. 
  • Strong English language communication and report writing skills. 
  • Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning. 
  • Knowledge of Microsoft Office and Adobe Design Suite software programs and have the ability to prepare reports.
