Context

Workstream Objective

Reporting to Mx VP, Technical Integration (Dotted Line to VP, System & Safety Assurance); the Head of Safety & Security has to ensure that each project’s temporary condition and final state are safe to operate and maintain, i.e., the upgraded railway is safe, by ensuring all projects have implemented the necessary safety measures and high-quality safety assurance documentation. Improve CPG capabilities to act as a guiding mind, delivering $8B of work annually in a hands-on manner.

Missions/Main Duties

Lead the Safety Assurance workstream as described in Annual Work Plans

Develop new Safety Assurance Plans, Procedures, Processes, Tools and Templates and ensure that existing Mx Standards are Integrated and Implemented across the GOE Program (i.e. used by Project Delivery Teams) as Standard Practice (supported by C&C re training).

Represent TIA and build/maintain a strong relationship with the Mx VP, System & Safety Assurance and the ISA.

Develop the physical and cyber security strategy, in collaboration with Metrolinx and develop the required plans and processes to support their implementation.

 

Monitor and follow-up with corridor and delivery team leadership to ensure that:

  • identified projects progress through consent gates (ORP/SRP/MSCC), with faster rollout, fewer problems, reduction in claims for re-work/clashes, and more successful commissioning.
  • each project complies with the scope of what they need to achieve (per requirements/benefits management) plus safety, environmental, stakeholder and interfacing requirements.
  • operational and contractual requirements related to Safety or Security are met (through V&V and/or inspection and testing where applicable, by assigned responsible parties).
  • Safety and Security requirements compliance and close-out are tracked/managed/demonstrated (through V&V).
  • each project’s temporary conditions and final state are safe to operate and maintain.
  • each project satisfies the required System and Safety Assurance requirements, ensuring SSRP, SRP, ORP and MSCC milestones are passed at the first attempt.

Organize, lead and manage the TIA Safety & Security Assurance team to:

  • implement the Metrolinx Safety and Security division process “Metrolinx Governance and Requirements for Safety Certification for In-Flight and Future Projects” (MXSD-SSA-L2-PRC-0009) as well as the supporting memos from SSRP, SRP and ORP
  • provide oversight and support to all GO Expansion project delivery teams on the quality of their minimum required deliverables for as set out in the “Canadian Method for Risk Evaluation and Assessment” standard (CMREA) or “BS EN 50126-1:2017 (Railway Applications – The Specification and Demonstration of Reliability, Availability, Maintainability and Safety (RAMS))”, “Deliverables for Legacy In-Flight Projects” and “Operational Readiness, Minimum Requirements Briefing”, which are to be submitted to pass the Metrolinx governance process and proceed to the next project stage. As part of these requirements, a suite of Safety Assurance related deliverables is required, including but not limited to Hazard Records, System Definitions, System Safety Certification Strategies and ISA Reports.
  • support the delivery teams in developing corridor or project specific safety assurance plans, procedures and processes (PPP).
  • identify training needs across the delivery teams wrt Safety Assurance PPPs.
  • support to the Capability & Change team in establishing appropriate Safety Assurance training for the delivery team resources.
  • produce a review process to be applied to the Safety Assurance deliverables prior to any formal submission to the ISA and the Metrolinx governance panels to avoid the ISA having to carry out detailed quality checks, and therefore reducing the amount of time they spend on each ISA report, and reducing the hours billed per project. This quality check will also ensure that the project documentation is of sufficient quality to pass the required Metrolinx governance panels.
  • assist projects in responding to any technical ISA queries that the delivery teams are not able to.
  • support the Program Health and Safety Team in their efforts to embed a culture that considers and protects worker safety throughout the project lifecycles (i.e., from design, through construction to operations and maintenance).
  • facilitate a project environment which is inclusive, diverse and celebrates our differences. 

Profile/Skills

  • Degree qualified within a relevant engineering discipline
  • 10 years in a similar role
  • Experience working in multidisciplinary teams on major infrastructure projects 
  • Broad Rail Engineering experience gained on brownfield infrastructure projects
  • Excellent communications skills
  • Excellent knowledge and understanding of International System Engineering standards (ISO 15288, EN 50126, CMREA or CSM)
    • Results-oriented within a cooperative team framework
    • Experience in complex and large-scale projects.
  • Significant experience in supporting the implementation of new methods of working.
