Context

To support the Railway Regulator in managing and coordinating activities in relation to issuing and renewing Safety Certification of the railway operators and infrastructure managers.

To supervise that, the railway operators and infrastructure managers continue to comply with the requirements stated in the Safety Certificates, in order to maintain a level of risk that is at least as low as reasonably practicable (ALARP).

 

Missions/Main Duties

The position holder is assigned to a lead role in advising the Railway Regulator on establishing legislation, plans, procedures and regulations for safety certification.

 

This is a Key Safety Management Position

Safety: Safety Certification

  • Assess the conformity with safety requirements of railway undertakings and infrastructure managers when applying for safety certificates or for their renewal.
  • Author railway safety legislation and guidance, facilitating the creation of a working context where the railway operators and infrastructure managers are consulted along the route of law making and guidance making processes.
  • Contribute to the Railway Regulator’s strategic planning and policy formulation.

Operational:

  • Liaises and interface with Railway Regulator staff in all matters regarding Safety and Railway Regulation.
  • Contributes to drafting of Railway Laws within safety and certification of operators and infrastructure managers in close cooperation with Railway Regulator.
  • Takes full responsibility with regard to provision of expert regulatory support to the Railway Regulator.
  • Develops and recommends best industry practices in the railway safety domain.
  • Advises developers, contractors, operators and maintainers on their risk management strategies and providing regulatory input for use in preparing applications for Safety Certification
  • Undertakes Supervision audits of the Operators and Infrastructure Managers to verify whether they comply with the Safety Certificates and railway safety legislation.
  • Assessing that Safety Engineering and Safety of Operations activities are undertaken as described by the state-of-the-art practice such as EU legislative framework, Common Safety Methods, Yellow Book and EN5012x standards.  
  • Provides effective leadership in the safety certification process ensures close cooperation between all stakeholders to achieve an effective and smooth approval process.
  • Provides guidance, supports and liaison with Operators and Infrastructure Managers on subject matter with regard to Engineering Safety and Safety of Operations.

Accountabilities: The job holder is accountable for timely delivery of the intended Railway Regulator objectives and to ensure that schedule and performance issues are addressed within the safety certification team; ensuring viable action plans are put in place and followed to completion.

 

Key Interfaces:

Internal: Collaborate with all staff, consultants, contractors and subject matter expert within the Railway Regulator safety certification team.

External: Liaise and collaborate with:

  • the Railway Regulator and other governmental stakeholders regarding all safety matters and regulatory matters.
  • Special Advisors/ strategic consultancies
  • Key suppliers, other public transport suppliers, government regulatory bodies, emergency services.

Profile/Skills

  • Bachelor degree in Engineering
  • Minimum 10 years experience in Railway Safety and Regulations; safety approvals and decision making with special emphasis on experience in EU legislation and EN 5012X. Extensive experience in safety certification of large complex railway projects / railway engineering, construction and bringing assets into use.

    Previous experience in a Railway Regulator role (5+ years) is a must for this position, as well as detailed knowledge or Safety Management Systems and related best practice.

    Experience of building relationships with and influencing a range of people at all levels within and outside the organisation.
  • Formal or hands on training in “railway safety”, quality and project management is required.  
  • Must be politically incisive in communicating effectively with government agencies, board members, contractors and staff;
  • Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
  • Excellent analytical reasoning ability and capable of making decisions on complex matters;
  • Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets;
