Context

We are currently seeking a Commissioning & Handover Lead to join our team here in Saudi Arabia. You will manage and implement the Client’s Commissioning Program and will provide the leadership, communication, and people skills necessary to effectively manage a team of professionals and engage with the contractor and the broader client organization in the Commissioning, Closeout and Operational Handover of their various portfolio of work.

Missions/Main Duties

  • Successfully lead a sizeable and diverse team to progress a variety of highly complex and challenging issues associated with Interface Management, Commissioning, Closeout and Operational Handover.
  • Responsible to Implement Commission and Handover Strategy
  • Responsible for the Delivery & Full Management of O&M Manuals / As Built Records
  • Produce a Project Handover Plan ; Operations Training Plan; Maintenance Plan
  • Audit and review work to confirm conformance with the Project Agreement, good industry practice, and applicable standards.
  • Keep client executive leadership and others routinely informed of project status and all developments that can impact project cost, schedule, quality, safety, and reputation through regular reports.
  • Proactive stakeholder management.
  • Propose responsibility organization chart for delivery of commissioning scope. Define the responsibilities of parties involved in the commissioning process.
  • Define expected sign offs by the head contractor's services engineer during the commissioning phase. Define expected deliverables of contractors during commissioning.
  • Lay out the requirements for witness testing & acceptance, commissioning reporting, operation & maintenance manuals, system handover & training.
  • Observe and review contractor pre-commissioning processes and system checks across the different projects under this Client. Review, provide comment for any re-testing as necessary and approve contractor test results.
  • Coordinate with the Development team, design team and contractor throughout the commissioning, testing and adjustment phases.

Profile/Skills

  • Bachelor’s degree in engineering 
  • At least 15+ years of progressive project management/commissioning experience on a rail or transportation infrastructure project
  • The Commissioning Manager should have a track record of leading and delivering sustainable buildings and approvals for mega-projects of international significance. In addition, their experience should ideally span the development life cycle from conceptualization, feasibility, engineering, construction, commissioning, operations, and decommissioning.
  • Previous experience administering large Rail/Transit construction projects.
  • Team leadership experience
  • Experience reporting to client executives and building and maintaining trust is an asset.
  • Technical expertise in the areas of testing and commissioning, systems engineering, light rail vehicles, trial running, and operations and maintenance.
  • Strong knowledge of rail/metro systems, infrastructure, and operational requirements.
  • Familiarity with safety regulations, industry standards, and regulatory compliance related to rail/metro operations.
  • Excellent communication, interpersonal, and stakeholder management skills.
  • Strong problem-solving abilities and a proactive approach to risk management.
  • Proficiency in project management tools and software.
  • Relevant certifications in project management, rail operations, or related
  • Strong communication, leadership, planning and organization skills.
  • Proficiency in English (required) and Arabic (preferred) languages.
