Context

The NEC4 ECC Project Supervisor will be required to oversee all construction assurance activities for the Scheme on which they have been deployed, ensuring that works carried out by the Design and Build Contractor are carried out efficiently, effectively, and in compliance with established standards, specifications, regulatory requirements and requirements under the various contracts. 

Missions/Main Duties

  • Assist the Design and Technical Services Lead in establishing and leading the Construction Assurance Functional Area for the Scheme on which they have been deployed, providing strategic direction and overseeing the management of a high-performance, integrated function.
  • Lead the relevant sub-functional area teams and will be required to develop and undertake detailed financial and resource planning for the Scheme on which they have been deployed and oversee the day-to-day management of the activities of client partner staff within the Site Level sub-functional areas, ensuring they are carrying out their relevant tasks efficiently and effectively to ensure successful delivery.
  • Required to monitor works carried out by the Design and Build Contractors, witness any testing, check compliance with the scope and ensure that all works are carried out in line with the quality defined in the scope and specifications documents.
  • Act as a point of contact between the Site Level and project Core Level and any other relevant client stakeholders and will be required to actively encourage knowledge transfer between client partner staff within the Construction Assurance Functional Area and client staff.
  • Responsible for coordinating all relevant reporting to the PMO and any additional reporting required in line with defined governance arrangements.
  • Assume responsibility for the performance of client partner personnel deployed within the sub-functional area and will embed a focus on continuous improvement and best practice throughout the delivery of the Scheme.
  • Ensuring works are compliant with the Works Requirements and Road Specifications.
  • Site supervision of contract works, including earthworks, drainage, bridge and building construction, preferably within a live urban environment.
  • Carrying out duties of NEC Supervisor including relevant NEC training.
  • Dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and guidance to support project delivery.
  • Delivering construction/asset delivery projects to time and within allocated budget.
  • Operating as a client’s project manager.

Profile/Skills

  • construction management / supervision experience with experience carrying out construction management / supervision activities across the project lifecycle through to completion in high value road and / or infrastructure projects or projects of a similar scale.
  • Bachelor’s degree in civil engineering (or equivalent).
  • Demonstrated experience and knowledge in the following is desirable: Delivering engineering solutions and results in dynamic urban environments.
  • Working knowledge of the NEC contract.
  • Knowledge of Safety, Health and Welfare at Work (Construction) Regulations 2013 .
  • Knowledge Irish Building Regulations and Irish Planning Process.
  • Chartered / Incorporated / Associate Engineer of a relevant professional body is desirable
  • ECC Project Manager Accreditation - NEC4 or ECC Supervisor Accreditation - NEC4 is desirable.
  • Safe pass accreditation is desirable.
