We are seeking a highly organized and strategic Project Manager to lead and coordinate the execution of framework agreements and design scope management for a large-scale infrastructure project. This role involves managing multi-disciplinary design teams, engaging with in Kingdom and out of Kingdom production teams, and ensuring that design deliverables align with project milestones, technical standards, and commercial objectives. This position is based at NEOM.

• Framework Agreement Oversight:
  Manage the end-to-end implementation of framework agreements, including onboarding of design and technical staff, monitoring performance, and ensuring contract compliance.
• Design Management:
  Lead the coordination, review, and integration of design deliverables across various disciplines, ensuring alignment with project requirements, regulatory standards, and client expectations.
• Stakeholder Engagement:
  Act as the key interface between internal project teams, out of Kingdom production team, regulatory bodies, and stakeholders to ensure timely approvals and alignment on technical solutions.
• Program & Schedule Management:
  Develop and maintain project schedules related to design and framework services. Monitor progress and implement corrective actions where necessary to maintain program integrity.
• Governance & Reporting:
  Ensure adherence to governance frameworks, design assurance protocols, and reporting requirements. Provide clear status updates and risk assessments to senior leadership.
• Scope & Change Control:
  Define and control the scope of design work under each framework agreement, managing change requests, scope creep, and commercial impacts effectively.
• Quality & Compliance:
  Enforce quality control and assurance across all design outputs. Ensure compliance with local and international design standards and project specifications

• Bachelor’s degree in Engineering, Architecture, Construction Management, or related field.
• 15+ years of project management experience, with at least 3 years in a design coordination or framework management role on infrastructure projects.
• Current or previous experience in Design consultancy for a large scale infrastructure/masterplan project in the Gulf Countries. Saudi Arabia experience will be preferred.
• Strong knowledge of infrastructure planning, design processes, and delivery in sectors such as transportation, urban development, or utilities.
• Familiarity with managing framework agreements, contracts, and consultant performance.
• Proficient in project management tools (e.g., Primavera P6, MS Project) and collaborative platforms (e.g., BIM 360, Aconex, etc.).
• PMP, PRINCE2, or similar certification is preferred.
