Context

QA/QC Manager is responsible for planning, developing, and maintaining the Quality Assurance and Quality Control systems and procedures for the design phase of infrastructure projects. The role ensures that all designs comply with contractual requirements, regulatory codes, relevant standards, and best engineering practices. This position is to be based at Riyadh HQ. 

Missions/Main Duties

  • Develop and implement project-specific QA/QC plans, policies, and procedures for the design phase in alignment with company standards and client requirements.
  • Supervise and coordinate quality activities among design teams (internal and external), ensuring deliverables meet quality requirements.
  • Perform quality reviews and audits of design documents (drawings, specifications, calculations, BIM models, etc.).
  • Liaise with Project Managers, Engineering Leads, and other stakeholders for design reviews, technical discussions, and resolving quality issues.
  • Monitor and report on quality performance and design non-conformities, and ensure implementation of corrective and preventive actions.
  • Facilitate design gate reviews and ensure all design submissions follow approval workflows.
  • Maintain all records related to design quality, such as review comments, non-conformance reports (NCRs), and audit findings.
  • Conduct training and awareness sessions for design teams on QA/QC procedures and continuous improvement.
  • Stay updated on relevant codes, standards, and advancements in QA/QC practices for infrastructure design.
  • Quality Audits Perform Quality Audits aligned with ISO 9001 latest version
  • Continual Improvement: Perform continual improvement / organizational excellence, management reviews, Risk assessments, lessons learned / actions & dealing with Client feedback / Client satisfaction.
  • Validation / Verification: Develop quality checklists & verification/validation systems
  • Data Analysis: Develop & implement data analysis & KPIs o measure the performance of the QMS
  • Non Conformances: Issuance of internal NCRs / observations & dealing with client NCRs / Observations

Profile/Skills

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or a related field.
  • Minimum 15 years of Quality Assurance/Quality Control experience in infrastructure design projects (roads, railways, bridges, tunnels, utilities, etc.).
  • In-depth understanding of international and local codes and standards relating to design (e.g., ISO 9001, ACI, AASHTO, EN, BS, Saudi Building Codes/Local codes).
  • Experience with document management systems and design review tools.
  • Strong analytical, communication, and leadership skills.
  • Relevant certifications (e.g., ISO 9001 Lead Auditor, PMP, CQE, IRCA) are an advantage.
  • Attention to detail and strong organizational skills.
  • Ability to coordinate multidisciplinary design teams.
  • Strong problem-solving skills and proactive approach.
  • Commitment to continuous improvement and safety in design.
