Context

We are currently looking for a Project Manager/Asset Manager (Structures) for one of our projects in Mekkah.

 

This role will manage the asset life-cycle of structural assets (bridges, viaducts, tunnels, and related infrastructure) within a major government transport program. The Project Manager/Asset Manager (Structures) ensures asset integrity, performance, and value over time, contributing to the safe, reliable, and sustainable delivery of transport infrastructure through robust planning, execution, monitoring, and continuous improvement.

Missions/Main Duties

  • Asset Management Planning:

    • Develop and implement comprehensive asset management strategies for all structural assets, aligned with government, program, and regulatory objectives.
    • Prepare asset management plans, including inspection regimes, maintenance schedules, renewal strategies, and risk mitigation measures.
  • Life-cycle Management:

    • Lead the life-cycle assessment of structures, from acquisition through operation and renewal, ensuring efficient resource allocation and cost optimization.
    • Monitor and report on asset condition, performance, and remaining useful life using appropriate tools and methodologies.
  • Project Delivery and Coordination:

    • Manage structural asset-related projects from initiation through delivery, ensuring adherence to budget, schedule, and quality standards.
    • Coordinate inspections, surveys, and technical assessments with internal teams, external consultants, and contractors.
  • Stakeholder Engagement:

    • Liaise with government representatives, regulatory authorities, engineering teams, and other delivery partners to ensure alignment on asset management activities and requirements.
    • Support stakeholder communication, reporting, and participation in governance meetings as required.
  • Data and Systems Management:

    • Oversee the development and management of asset inventories, condition databases, and asset management systems.
    • Ensure accuracy, security, and integrity of asset-related data and documentation.
  • Compliance and Risk Management:

    • Ensure asset management practices comply with government policies, safety regulations, and international standards.
    • Identify and manage asset-related risks, supporting audits, incident investigations, and the implementation of corrective actions.
  • Performance Monitoring & Improvement:

    • Track key asset management performance indicators (KPIs) and support continuous improvement initiatives.
    • Lead lessons learned, technical reviews, and benchmarking to enhance asset value and program outcomes.

Profile/Skills

  • Bachelor’s degree in Civil/Structural Engineering, Asset Management, or a related discipline; Professional Engineering registration is highly desirable.
  • Minimum 10 years’ experience in asset management or project management of structural assets (bridges, tunnels, viaducts, etc.), with significant exposure to government or public sector transport/mobility projects.
  • Proven experience in life-cycle asset management, structural inspections, maintenance strategies, and project delivery.
  • Strong knowledge of asset management principles and international standards (e.g., ISO 55000).
  • Technical expertise in structural assessment, repair, and maintenance.
  • Proficiency in asset management software/systems and data analytics tools.
  • Demonstrated project management skills, including planning, execution, and reporting.
  • Excellent stakeholder engagement, communication, and presentation skills.
  • Ability to manage risk, drive improvements, and operate in a multidisciplinary environment.
  • High attention to detail, organizational skills, and commitment to safety and quality.
  • Middle East experience preferred
