Context

 

We’re looking for a new Health, Safety and Security (3S) Director in our Operations Department to help drive the objectives and challenges our valued clients have trusted us to solve for them. 

 

As a SYSTRA USA 3S Safety Director you will join a world-class team of high-performing engineers, designers, drafters and others who work collectively to ensure client projects continue to thrive while remaining on track and budget.

 

This role will provide expert advice to the Business Unit (BU), cultivate an embedded safety culture and will be accountable for the whole 3S function. In addition to implementing internal 3S systems, the Head of 3S will be expected to work with project leads on project specific 3S management plans, as needed, to satisfy the requirements of clients and regulatory bodies. The 3S Safety Director will also be the HSE Lead for California High Speed Rail Authority Track and OCS.

Missions/Main Duties

Primary Duties

 

Leadership:

  • Use their experience in transformation to drive significant positive change and influence a culture of continuous improvement.
  • Provide professional, reasoned, and timely strategic advice to management on a range of workplace safety initiatives, governance, and programs.

Audits and Compliance:

  • Internal Organization
    • Oversee compliance with relevant safety legislation and standards, ensuring internal 3S audits are scheduled and undertaken.
    • Lead 3S audits, coordinate meetings, assigning accountabilities and track the progress of WHS audits.
    • Review audit findings and implement appropriate contemporary and timely strategies to meet objectives, priorities and mitigate risks.
    • Establish and deliver a system and process improvement plan for 3S across the organization.
    • Provide advice, guidance and support in health and safety matters to the BU and specific roles that hold health and safety responsibilities.
    • Review project safety procedure where SYSTRA employee would be deployed and ensure that it is in line with SYSTRA safety policy.
  • Project Specific
    • Review project specific audit findings and resolve outstanding safety action items. Track and report 3S metrics and KPIs, as required.
    • Collaborate with project leads to integrate 3S considerations into risk mitigation plans.
    • Attend onsite safety inspections.

Strategic 3S Risk Management

  • Prepare and lead the implementation of the SYSTRA USA 3S Roadmap.
  • Represent SYSTRA USA in SYSTRA Group 3S network and contribute to the global 3S team initiatives.
  • Develop Business Unit procedures that meet and work in conjunction with Group ‘Red Book’ procedures and Group SMI.
  • Collaborate on, communicate and implement reasonable aspects of the Group 3S Strategy.
  • Deploy Group 3S initiatives to promote health, safety and security.
  • Deploy locally, and advancement of, the ‘3S Passport’ as the common Group psychological safety platform.
  • In partnership with Risk, ensure effective emergency response management systems are in place and are aligned with business continuity plans.

Training and Culture

  • Drive significant positive change and influence a culture of continuous improvement.
  • Assist, coach, influence and support employees and leaders to make informed decisions which build 3S performance
  • Work with Learning & Development/Human Resources to create relevant safety-related education and training materials.
  • Coordinate safety training programs to support employees.
  • Develop internal communications plans about 3S vision, operational priorities and results.
  • Work closely with contractors, subcontractors, and internal project stakeholders to promote a proactive approach to safety

Bid Management

  • Work with Marketing to create and maintain a self-service folder including necessary 3S data, management systems and certifications required for the preparation of tenders and bids
  • Support major tenders and bids from time to time, including providing documentation in relation to 3S management systems and certifications

Injury and Incident Management

  • Analyze and report on injury and incident trends, making informed recommendations to management.
  • Ensure incidents are reported, investigated, and documented.
  • Implement initiatives and processes across the organization which underpin the effective management of incidents or injuries in the workplace and rehabilitation of injured workers.
  • Be the point of escalation for all site and incident investigations and safety audits.
  • Perform additional duties within scope and experience as and when required by the business.
  • Attend 3S Group meetings matching European time zones.
  • Ability to travel to client sites and interstate as required.

Profile/Skills

Skills and Requirements

  • Detailed knowledge of OSHA
  • Detailed knowledge of FRA213, Part 1
  • Detailed knowledge of ISO 9001
  • Bachelor's degree in a relevant field
  • 10+ years of experience in a similar role
  • Certificate in related Training and Assessment
  • Degree in Occupational Health and Safety or related health or environmental science area
  • Exhibit strong leadership, motivate and engage team.
  • Work effectively with others.
  • Maintain approachable and professional demeanour in dealings with all colleagues, clients, subcontractor, vendor, supplier and stakeholder representatives.
  • Challenge others where necessary to achieve project success.

Salary Range: $125,000-$165,000, SYSTRA USA is providing the compensation range that the company believes it might pay and/or offer for this position, based on the successful applicant’s education, experience, knowledge, skills and abilities in addition to internal equity and specific geographic location.
