Context

The GO Expansion program is the largest transit infrastructure program in Canadian history. The GO Expansion Program will transform rail services in the Greater Toronto and Hamilton Area (GTHA), providing two-way all-day GO train service and improved passenger experience with quieter and faster electric locomotives. The GO

Expansion program includes Early Works, Off-corridor station and infrastructure upgrades, as well as an On-Corridor program to deliver new tracks, platforms, facilities, grade separations and electrification.

 

The MCS team is partnering with partnering with Metrolinx to deliver the GO Expansion program. MCS’ mission is to transform Ontario’s GO Rail Network into a Rapid Rail System through the delivery of the GO Expansion Program and to provide exemplary support to Metrolinx. The MCS Program Delivery Partner (Delivery Partner) team will achieve this by facilitating Metrolinx’s creation of an outstanding organizational capability for program management and, simultaneously bring our global and local expertise to the direction and successful delivery of the GO Expansion program.

 

The On Corridor Works project (“OnCorr”) is the largest capital infrastructure project in the GO Rail Expansion program. On Corridor work includes all works that facilitate train service, such as track, civil infrastructure, signalling, electrification infrastructure and fleet, as well as the operations and maintenance of the GO rail network.

 

Missions/Main Duties

The Utilities role is based within the OnCorr project which is currently in the development phase before moving into implementation with their contractor, ONxpress.

 

Reporting to the Director of OnCorr Electrification Utilities & Advanced Works, the Senior Project Manager will support with developing & providing leadership to the team on the wide range of utilities work required to be undertaken to enable the main electrification and upgrade works.

 

The works will be prioritized on the Lakeshore East and West corridors but with the potential to get involved across the entire network. The Senior Project Manager will work closely with the Corridor Lead on GO Expansion to ensure the best outcomes for the coordinated team.

 

The Senior Project Manager will take ownership on work packages and scope under their control, utilising their previous experience to drive a culture of best practice for health, safety, wellbeing, and quality and ensuring they achieve a good commercial footing from the development phase works.

 

They will be required to proactively engage with the delivery teams and work with the teams to develop resolutions that are best for the OnCorr project:

 

  • Supports the Director in leading a multi-disciplinary team of engineering, project manager and other specialists.  
  • Safety leader across all project delivery works. 
  • Proactive approach to engaging with the various delivery teams.
  • Must understand key performance indicator monitoring and engagement, directly linked to monthly measurement criteria established. 
  • Must understand resource management, interface and constraints management. 
  • Able to manage activities with significant uncertainty of solution or outcome. 
  • Must be capable of supporting the Project Controls and Reporting Teams to maintain up to date metrics on performance across OnCorr. 
  • Recommends and initiates change to project delivery plans, identify areas of improvement to put forward to relevant area in business and operating processes. 
  • Interacts with internal and external stakeholders to ensure that objectives are being met. 
  • Manages external relationships important for project delivery (e.g., statutory authorities). 
  • Builds and maintains networks with peer project teams and other disciplines. 
  • Supports the development and delivery of implementation plans, establishing commercially beneficial delivery models and leading on innovation & best practice.
