Context

Reporting to the Director of Design, the Senior Manager will lead on engineering deliverables on one, or more, Rail Corridors on the GO Expansion Program on behalf of Metrolinx, to ensure the best outcomes for the Engineering Deliverables that are to be produced and that they are delivered to schedule, scope and budget.  

 

 

Embedded in the Metrolinx Lakeshores Major Civils team, they will be responsible for managing the delivery of Major Civils design packages, liaising between various project teams and reviewing project designs to ensure they are fully coordinated and compliant with the remit. The disciplines involved include Civil/ Structural, Signalling, Telecoms, High Voltage and Low Voltage supply, SCADA, OCS, Protection and Controls, EMC, Earthing and Bonding, Human Factors and Security. They will be required to proactively engage with the Metrolinx project delivery teams (PDT) and other Metrolinx stakeholders, such as EA&M, sponsors, and functional teams and external stakeholders.

Missions/Main Duties

·       Manage the delivery of Major Civils design packages to IFC in line with schedule, scope and budget.

·       Interacts with clients, sponsors and other stakeholders to ensure that objectives are being met. 

·       Liaises with the Metrolinx PDT to ensure all works are aligned with the common goal for the Rail Corridor and over-arching GO Expansion Program. 

·       Ensure that appropriate behaviours and ‘best for program’ approaches are always adopted, leading by example in the pursuit of successful delivery of the Program.

·       Undertake design reviews to ensure projects are complying with their scope, process, and deliverable requirements.

·       Lead Integration meetings between projects and interface discussions between PDTs.

·       Competent at reviewing Primavera P6 schedule’s and be able to undertake analysis of the design and construction activities within the baseline, to identify anomalies.

·       Working closely with the Subject Matter Experts to ensure the consistent delivery of Major Civils designs in accordance with standards, requirements and in respect of schedule, cost, safety, and quality.

·       Oversee design risk management, issues resolution, problem solving activities.

·       Identifies and analyses technical and design hazards and risks. 

·       Able to manage activities with significant uncertainty of solution or outcome. 

·       Positive & proactive approach to engaging with the various stakeholders.

·       Be able to make proposals for innovative construction techniques, specific to future works been undertaken by PDTs.

Develop understanding of schemes in sufficient detail to support meetings, deconflictions, interfaces etc.

Technical Competencies Required
·       Knowledge and experience in Multi-Discipline Railway projects. (Signalling, Communications, Track, Mechanical, OCS/OHLE, Civil and Structural Engineering).

·       Strong experience across all technical delivery requirements across program and project level set up and delivery requirements. 

·       Strategic and detailed understanding of construction methodology, innovative methods of delivery, technology, planning, delivery, site logistics.

·       Excellent oral and written communication skills, clear and concise; good presentation skills and competent computer skills, with proven ability to expertly use a range of relevant software e.g. ProjectWise, Microsoft Office and Autodesk software.

·       Stays up to date with key industry/professional trends through networking and Continued Professional Development (CPD) and can updates colleagues & clients on these trends.

·       Knowledge of BIM and able to give advice to clients and support the BIM strategy. 

·       Can take ownership to identify, solve and overcome challenges, whilst keeping others abreast of developments 

·       Degree or equivalent with professional work experience in one or more specific disciplines in an Engineering Discipline.

·       Proven track record in multi-discipline engineering or project management in railway infrastructure with good working knowledge of systems disciplines.

·       Knowledge of systems engineering, requirements management and safety assurance and their use on railway projects.

·       Preferable: Professional Engineer of Ontario or Chartership of Engineering Body (e.g. P.Eng or CEng) and/or Membership with key industry Professional / Chartered Institutions
