Context

The Operations & Maintenance Specialist will provide critical input during the procurement, assessment, and enhancement of rolling stock and rail systems. Acting as the principal liaison between engineering, operational staff, and maintenance teams, the O&M Specialist ensures that system acquisitions and upgrades are designed and delivered for efficient, safe, and sustainable long-term operation.

Missions/Main Duties

  • Review and evaluate new rolling stock and system enhancement proposals from O&M perspectives, ensuring alignment with operational standards, service schedules, and safety protocols.
  • Contribute to the life cycle analysis of assets to optimize uptime, reliability, and maintainability.
  • Provide operations and maintenance requirements for procurement specifications and technical documents.
  • Review vendor submissions and participate in design reviews, emphasizing maintainability, ease of operation, and integration with existing practices.
  • Develop and refine maintenance concepts and regimes for new and upgraded assets (rolling stock and systems) in line with industry best practices and the organization’s operational model.
  • Identify and articulate operational and maintenance risks, and propose effective mitigation strategies.
  • Support the definition and execution of acceptance, testing, and commissioning plans.
  • Participate in the review and acceptance of O&M documentation, training materials, and other handover deliverables.
  • Act as a technical interface between engineering, procurement, and operational departments, ensuring a smooth transition from project stages to steady-state operation.
  • Facilitate knowledge transfer and capability building for operational and maintenance teams.
  • Contribute to the ongoing optimization of O&M processes as new systems and technologies are introduced.
  • Participate in post-implementation reviews to extract lessons learned and inform future procurement and enhancement initiatives.

Profile/Skills

  • Bachelor's or Master's Degree in Mechanical or Electrical Engineering, or related technical field.
  • Minimum 15 years’ experience of relevant experience in similar rail projects.
  • Proven experience in railway or metro operations and maintenance, preferably with exposure to rolling stock and systems projects.
  • In-depth understanding of railway O&M principles, asset management, and system integration.
  • Capable of developing/documenting O&M concepts, workflows, and risk assessments.
  • Strong communicator and collaborator, able to bridge disciplines and secure buy-in from diverse teams.
  • Analytical thinker, solution-driven, and attentive to safety and compliance.
  • Preferably with UAE or GCC experience.
