Context

The Civil Engineering Manager will provide expert civil engineering leadership and oversight across all phases of the High-Speed Rail (HSR) project. Operating as part of a consultancy team, the role supports project delivery by ensuring technical excellence, coordination of multidisciplinary teams, and compliance with all relevant standards and client requirements.

Missions/Main Duties

  • Oversee and guide all civil engineering aspects of station, alignment, structures, and infrastructure works associated with the HSR project.
  • Coordinate and review civil design deliverables, ensuring quality, completeness, constructability, and compliance with project specifications and regulatory standards.
  • Multidisciplinary Coordination: Interface with architecture, MEP, track, systems, and other project disciplines to ensure integrated and coordinated solutions.
  • Provide civil engineering expertise at all project stages—including feasibility, design, procurement, and construction phases—to support decision-making and resolve technical challenges.
  • Identify and manage civil engineering risks, participate in value engineering exercises, and drive practical, cost-effective solutions.
  • Ensure designs and works adhere to local and international standards, safety and environmental regulations, and HSR-specific requirements.
  • Liaise with clients, contractors, public authorities, and other stakeholders to ensure alignment and resolve issues.
  • Prepare, review, and maintain civil engineering documentation, records, progress reports, and technical briefs.
  • Provide expert input during construction, including responding to RFIs, reviewing contractor submissions, and participating in site inspections.
  • Support the development and mentoring of junior civil engineers within the project team.

Profile/Skills

  • Bachelor’s or Master’s degree in Architecture from an accredited institution
  • Minimum 15 years’ experience in civil engineering, with significant experience managing large-scale rail, infrastructure, or transportation projects.
  • Professional Engineer (PE or equivalent) registration preferred.
  • Sound knowledge of railway-specific civil works, including earthworks, structures, drainage, utilities, and geotechnical considerations.
  • Experience working within in consultancy environment on major projects.
  • Proficiency in civil design and analysis software (e.g., Civil 3D, MicroStation, Bentley, etc.) and familiarity with BIM processes.
  • Strong understanding of relevant codes, standards, and regulations (local and international).
  • Excellent organizational, communication, leadership, and stakeholder management skills.
  • Ability to work collaboratively within multidisciplinary and multicultural teams.
  • Previous experience on high-speed rail or major rail infrastructure projects.
  • Knowledge of HSSE (Health, Safety, Security, and Environment) best practices.
  • Experience with digital project management tools and collaborative platforms.
  • Preferably with UAE or GCC experience.
