Context

The Safety Expert will provide specialised safety expertise to support the design, construction, and operational phases of the High-Speed Rail (HSR) project. As part of the services team, the role ensures that all safety standards, regulations, and best practices are adhered to, promoting a safe environment for workers, passengers, and the public throughout the project lifecycle.

Missions/Main Duties

  • Ensure compliance with all applicable safety laws, regulations, codes, and HSR-specific requirements throughout all phases of the project.
  • Lead and facilitate risk assessments (e.g., HAZID, HAZOP, FMEA), safety reviews, and hazard identification processes for project activities and designs.
  • Develop, implement, and maintain safety management systems, policies, and procedures tailored to HSR environments.
  • Oversee investigation of safety incidents, near-misses, and accidents; identify root causes and ensure corrective/preventive actions are implemented.
  • Advise design teams to incorporate safety-in-design principles and mitigations; review and approve design documentation from a safety perspective.
  • Provide expertise and oversight to ensure construction activities comply with safety requirements; participate in site inspections, audits, and toolbox talks.
  • Organize and deliver safety training, awareness sessions, and briefings for project staff and contractors.
  • Liaise with project teams, contractors, regulatory authorities, and client representatives on all safety matters.
  • Identify opportunities to improve safety performance and promote a proactive safety culture across the project.
  • Ensure timely preparation of safety documentation, records, reports, and key performance indicators for management and stakeholders.

Profile/Skills

  • Bachelor’s degree in Safety Engineering, Occupational Health and Safety, Engineering, or a related field; advanced degree preferred.
  • Minimum 15 years of relevant safety experience, ideally in rail, transportation, or large infrastructure projects.
  • Professional registration preferred or relevant professional certifications (e.g., NEBOSH, CSP, CMIOSH).
  • In-depth knowledge of local and international safety regulations, standards, and best practices for rail or transportation environments.
  • Proven experience in safety management systems, risk assessments, and incident investigation.
  • Strong analytical, organizational, and problem-solving skills.
  • Effective communication and interpersonal abilities for collaboration across multicultural, multidisciplinary teams.
  • Experience in augmentation or consultancy service models is an advantage.
  • Experience on high-speed rail or major railway/transportation projects.
  • Familiarity with digital safety management and reporting tools.
  • Ability to deliver effective safety training and awareness programs.
  • Preferably with UAE or GCC experience.
