Context

We are seeking a highly skilled and experienced Mobility and Transportation Planner/Lead to join one of our projects with PMO scope here in Riyadh. This role is critical in supporting the development and execution of transportation and mobility plans across a variety of high-profile projects. The ideal candidate will possess deep expertise in transportation planning, project management, and the ability to coordinate with internal stakeholders, external agencies, and contractors. The role requires a dynamic individual capable of overseeing complex, multi-phase transportation projects, ensuring alignment with government regulations and sustainability goals.

Missions/Main Duties

  • Lead the planning, design, and implementation of transportation and mobility strategies for large-scale infrastructure and development projects.
  • Collaborate with PMO teams, consultants, government authorities, and contractors to ensure all transportation-related aspects of projects are efficiently executed.
  • Develop transportation studies, feasibility reports, and mobility solutions for urban, suburban, and rural settings within the scope of the projects
  • Ensure the integration of modern technologies such as smart mobility systems, autonomous vehicles, and electric transportation into planning.
  • Oversee traffic impact assessments, parking studies, and mobility models to provide data-driven insights into project planning.
  • Manage and monitor transportation-related aspects of projects, ensuring they are delivered on time, within budget, and in compliance with local regulations and sustainability standards.
  • Review and approve project deliverables related to transportation, such as design plans, reports, and technical specifications.
  • Coordinate with stakeholders to ensure compliance with Saudi Arabian Vision 2030 and other national development objectives related to transportation.
  • Supervise the development and execution of transportation master plans and project-specific plans.
  • Provide regular reports and updates on project status to senior management, identifying risks and mitigation strategies.
  • Support procurement activities related to transportation planning and services, including the selection of contractors and consultants.

Profile/Skills

  • Bachelor’s degree in Civil Engineering, Transportation Engineering, Urban Planning, or related field (Master’s degree preferred).
  • Minimum of 15 years of experience in transportation planning, with a focus on mobility and infrastructure projects in the context of large-scale developments.
  • Strong knowledge of transportation modeling, traffic engineering, and mobility planning tools.
  • Demonstrated experience in leading complex transportation projects within a PMO structure.
  • Familiarity with Saudi Arabia’s transportation regulations, policies, and the objectives of Vision 2030.
  • Experience working with government entities, municipal authorities, and other stakeholders.
  • Ability to provide leadership and direction to cross-functional teams and manage competing priorities.
  • Strong project management skills with proven experience in delivering projects within scope, time, and budget.
  • Proficient in software tools such as AutoCAD, GIS, VISSIM, Synchro, and other transportation planning software.
  • Excellent communication, presentation, and negotiation skills.
  • Knowledge of sustainable transportation practices and smart mobility solutions is a plus.

 

Preferred Qualification:

  • Certification from a recognized transportation or project management body (e.g., AICP, PMP, etc.).
  • Knowledge of emerging transportation trends, including electric vehicles, autonomous transportation, and integrated multi-modal systems.
  • Experience in large-scale infrastructure projects in the GCC region or similar markets.
