Context

The successful delivery of railway construction projects requires the detailed planning, coordination, and supervision of both wet and dry utility works integral to project execution. Wet utilities—including water supply, wastewater, and stormwater systems—along with dry utilities such as power, telecom, fiber networks, and street lighting, intersect closely with the railway infrastructure and must be installed, relocated, protected, or diverted in compliance with project specifications and local regulations.

Missions/Main Duties

  • Supervise site activities related to installation, relocation, protection, and diversion of wet utilities (water supply, wastewater/stormwater pipelines, chambers, manholes, etc.) and/or dry utilities (power cables, telecom/fiber networks, street lighting, OHL, etc.).
  • Coordinate closely with railway design teams, contractors, third-party utility agencies, and local authorities to ensure seamless integration of all utilities works with the main railway construction.
  • Oversee the construction and installation of utility structures such as chambers, manholes, duct banks, and associated protection works.
  • Review and approve method statements, shop and construction drawings, materials, and as-built submittals relating to wet and dry utilities.
  • Ensure all works comply with project specifications, approved designs, and relevant codes and standards.
  • Participate in technical meetings addressing utilities diversions, utility clash resolutions, and railway safety interface issues.
  • Conduct regular inspections to monitor works for quality, safety, and adherence to approved design.
  • Engage in the review and assessment of value engineering proposals according to the contractor’s proposal and site implementation.
  • Oversee and ensure follow-up on the execution of conditions agreed upon through RFIs, instructions, and stakeholder NOCs.
  • Witness and verify utility testing and commissioning procedures including hydrostatic testing for pipelines, cable integrity tests, and OHL installation checks.
  • Ensure accurate red-marking and collection of as-built information for all utility works.
  • Monitor and track progress of all wet and dry utility activities, providing regular status updates, risk assessments, and mitigation recommendations to the project team.
  • Prepare and maintain documentation including daily reports, inspection records, NCRs (Non-Conformance Reports), and progress photos.
  • Enforce implementation of project health, safety, and environmental regulations during all utility-related construction activities.
  • Conduct and participate in site safety walks, toolbox talks, and incident investigations as required.

Profile/Skills

  • Minimum 10 years’ experience in utility engineering and construction supervision, preferably in large-scale railway or infrastructure projects.
  • In-depth knowledge of wet and dry utility networks, installation techniques, and relevant regulatory frameworks.
  • Strong communication skills with clients, stakeholders, and Contractors.
  • GCC Experience is required
