We are seeking applications for the position of Procurement cum –Finance Expert for PMC for upcoming infrastructure development project in Gujarat.

Missions/Main Duties

Procurement Management

  • Develop and execute project-specific procurement strategies for materials, equipment, works, and services.

  • Prepare tender documents, conduct bid evaluations, and negotiate/manage contracts with suppliers, contractors, and service providers.

  • Ensure compliance with relevant procurement laws, guidelines, and organizational policies (including public procurement and PPP frameworks, if applicable).

  • Monitor contractor/vendor performance, manage contract amendments, and resolve procurement-related disputes.

  • Build and maintain relationships with suppliers, vendors, and key stakeholders.

Finance Management

  • Develop, monitor, and update project budgets, forecasts, and cash-flow statements.

  • Manage disbursements, payment schedules, invoice processing, and financial reconciliations.

  • Prepare financial reports, track project expenditures, and ensure adherence to allocated budgets.

  • Support the preparation of funding proposals and assist with securing financing/funding (includes PPP, government grants, or private investment).

  • Assist management in cost control, financial risk assessment, and value-for-money analysis.

Compliance & Risk Management

  • Ensure all procurement and financial activities adhere to statutory regulations, audit requirements, and ethical standards.

  • Identify, monitor, and mitigate procurement and financial risks throughout the project lifecycle.

  • Maintain accurate records for auditing, reporting, and project close-out.

Coordination & Reporting

  • Collaborate with engineering, legal, commercial, and project management teams to align procurement and financial strategies with project objectives.

  • Liaise with external stakeholders including banks, government authorities, auditors, and JV partners.

  • Provide regular updates and reports to project leadership on procurement and financial status, risks, and critical issues.

 

Profile/Skills

  • Minimum of 15 years of overall experience with a minimum of 10 years of relevant experience.
  • Post Graduation in Economics, Commerce or MBA with specialization in Finance.
  • Certification in Procurement from recognized bodies.
  • Large Infrastructure Project like, Smart Cities/Industrial town ships/Residential Town Ships/Hospitals/SEZ (Special /Economic Zone/Public
    Buildings).
  • Experience of working as Procurement Manager on at least 1 large infrastructure
    projects of value more than Rs.1000 crores.
