Context

The Liaison Officer will Provide necessary liaison and networking services with local government units (LGU) along the project alignment as well as relevant government agencies (GAs) , as well as all necessary assistance in the coordination of project activities of SPI and acquisition of necessary permits to conduct works required for the Consultancy Services; Provides assistance to SPI in the preparation of letters/notices required by the LGUs/GAs to facilitate implementation of the project; Organize all related meetings/coordination between SPI and the LGU/GA; and Perform other tasks as may be assigned by the Project Manager.

Missions/Main Duties

  • Permit Processing & Compliance
    • Process and secure building permits, occupancy permits, zoning clearances, environmental permits (e.g., DENR), and business permits.
    • Ensure compliance with all government regulations, laws, and building codes applicable to construction projects.
    • Monitor renewal schedules and ensure timely submission of all required documents.
  • Government & External Coordination
    • Serve as the company’s official representative in dealings with government agencies (LGUs, DPWH, DENR, HLURB, BFP, utility providers, etc.).
    • Establish and maintain positive relationships with government officials, regulators, and external stakeholders.
    • Follow up on pending applications, approvals, and clearances to avoid project delays.
  • Project Support
    • Provide updates and reports to project managers and management regarding the status of permit applications and regulatory compliance.
    • Coordinate with internal departments (engineering, legal, admin) to gather and prepare required documents.
    • Assist in resolving issues related to utilities (water, power, telecommunications) and project site access.
  • Documentation & Reporting
    • Prepare, file, and maintain records of permits, licenses, and related documents for reference and audit purposes.
    • Draft reports on compliance, delays, risks, and permit-related concerns.
    • Ensure confidentiality and proper handling of sensitive company documents.
  • Other Duties
    • Monitor changes in government regulations and industry compliance requirements.
    • Represent the company in meetings, inspections, or hearings related to permits and construction compliance.
    • Perform other related tasks as assigned by management.

Educational Attainment:
  • Graduate of any degree course.

  • Willing to travel to project sites and government offices.
