Currently, we are bidding for Semi High Speed Rail projects across India. The position of Chief Safety, Health and Environmental Expert - Underground is the key position in these BIDs.

Missions/Main Duties

  • Tunnel Boring Machine (TBM) Operations & Interventions: Direct oversight of the TBM launch, muck hauling, segment erection, cutter-head interventions (often under hyperbaric conditions), and emergency stoppages, ensuring all machine safety interlocks are functional.

  • Ground Support and Stability: Monitoring and certifying the safe installation of primary and secondary tunnel lining (shotcrete, rock bolts, segments), especially during geological transitions or excavation near existing structures.

  • Atmospheric Monitoring and Gas Detection: Implementing continuous, real-time monitoring for explosive gases ($\text{CH}_4$), toxic gases ($\text{CO}, \text{H}_2\text{S}$), and oxygen levels, including mandatory testing before all tunnel entry/exit.

  • Shaft Sinking and Deep Excavation: Managing critical safety for personnel and material hoisting, maintaining shaft integrity (linings), and controlling traffic and public safety around the surface work sites and shaft openings.

  • Underground Fire Protection and Evacuation Systems: Ensuring the functionality and readiness of fixed fire suppression systems, emergency lighting, communication links, and maintaining clear, designated escape routes and refuge chambers.

  • Underground Electrical Isolation (LOTO): Strict control over the de-energization and isolation of high-voltage power lines for TBM, ventilation, and temporary services before maintenance or repairs are performed in the tunnel.

Profile/Skills

  • Qualification: Graduate in Engineering in Civil/Mechanical/Electrical with Full time Post Graduate/Advance Diploma/MBA in Industrial Safety with working knowledge of reading, writing and speaking in English

 

  • Minimum Experience: 20 years post minimum qualification in Infrastructure sub sector related to Transport & Logistics (Roads and bridges; Ports; Shipyards; Airport; Urban Public Transport; Railway terminal & stations; Railway track incl. electrical & signalling system, tunnels, viaducts, bridges) [additional marks for more experience]

 

  • Relevant Experience: 5 years’ experience for Preparation, Implementation and monitoring of safety Management system and emergency procedures regarding construction safety, Health & Environment for underground in Infrastructure sub sector related to Transport & Logistics as Chief Safety, Health and Environmental Expert or equivalent position [additional marks for more experience; experience in position one level below allowed with less weightage]

 

  • Eligible Assignment**(see below): Must have experience of 1 Eligible Assignment as Chief Safety, Health and Environmental Expert or equivalent position for a full-time continuous deployment period not less than 2 years [additional marks for more Eligible Assignments; less weightage for position one level below]

 

*Rail-based Passenger Transit System shall mean

  • High Speed Transit System / Regional Rail Transit System (with operational speed of 160kmh and above) OR
  • Urban/Suburban/Intercity/Mass Rapid Transit System (MRTS) [excluding LRT with design PHPDT less than 20000/Tram/Monorail Systems]

 

**Shall mean experience of working as a personnel of General Consultant / Project Management Consultant / Employer’s Personnel in a work / project in a Rail based Passenger Transit System* with operational speed of 160 kmph or more comprising:

  • Construction of Civil structures (at-grade/elevated/underground) AND
  • Installation of Systems (Track, Rolling Stock, Traction & Power Supply, Signalling)

Including Detailed Design or Proof checking of designs; Bid Process Management; Project and Interface Management; Construction Supervision and System Installations and Testing & Commissioning
