SYSTRA has completed 17,000+ Square kilometer of Statutory Master Planning and 15+ City Development Plans (CDPs).

We are seeking applications for the position of Regulatory & Institutional Expert for Zonal development Master plan in Utter Pradesh.

Missions/Main Duties

  • regulatory Framework Development

    • Review existing national, state, and local planning regulations governing urban land use, zoning, building byelaws, development control regulations, and urban renewal in Lucknow.
    • Formulate, update, and recommend zoning regulations and development control norms tailored for each zone under the Lucknow Master Plan.
    • Ensure all proposed regulations align with statutory requirements and state/national policy frameworks.
  • Institutional Analysis & Strengthening

    • Analyze the current roles, mandates, and capacities of institutions engaged in planning, implementation, and monitoring of urban development in Lucknow (e.g., LDA, UPAEVP, municipal bodies).
    • Propose enhanced institutional structures, inter-agency coordination mechanisms, and capacity-building strategies for effective plan implementation and enforcement at zonal level.
    • Draft clear recommendations for institutional reforms and regulatory changes required for efficient operationalization of ZDPs.
  • Stakeholder Engagement & Capacity Building

    • Engage proactively with local authorities, statutory agencies, government departments, and key stakeholders to solicit inputs and foster ownership of regulatory/institutional reforms.
    • Organize and conduct capacity-building workshops, training sessions, and knowledge-sharing events for institutional partners.
    • Document feedback from consultations and incorporate relevant suggestions into regulatory/institutional proposals.
  • Compliance, Monitoring & Reporting

    • Develop monitoring frameworks and compliance mechanisms to facilitate effective enforcement of ZDPs and related regulations.
    • Prepare structured reports, regulatory briefs, operational guidelines, and presentations for client and statutory review.
    • Support the resolution of regulatory and institutional bottlenecks encountered during plan preparation and implementation.

Profile/Skills

  • Master’s degree in urban/Regional Planning, Public Policy, Urban Governance, Law, or a related field from a recognized institution.
  • Minimum 7 years of professional experience in urban policy, planning regulations, and institutional strengthening for large-scale urban/regional planning projects.
  • Must have 6 months regulatory Experts.
  • Prior experience in formulating or updating development control regulations, zonal plans, and urban institutional frameworks—experience in India, especially Uttar Pradesh, preferred.
  • Proven capacity to work with government agencies, urban local bodies, and cross-functional teams.
  • Familiarity with statutory planning processes, state urban development laws, and institutional systems in Indian cities.
