Context

We are seeking a highly experienced Senior QA/QC Engineer for our metro project in Mekkah. The ideal candidate will have at least 15 years of relevant QA/QC experience, including significant exposure to metro or railway projects and previous PMC assignments, along with proven Middle East—ideally Saudi—project experience.

Missions/Main Duties

  • Serve as the PMC lead for Quality Assurance and Quality Control, representing the client’s interests on quality matters across all phases of the project lifecycle.
  • Oversee implementation and compliance of QA/QC policies, plans, and procedures by design consultants, contractors, and suppliers.
  • Review and approve contractors’ submittals, including QA/QC documentation, Inspection & Test Plans (ITPs), and method statements, ensuring alignment with client and contract requirements.
  • Conduct independent internal and site audits to verify conformance to project specifications, codes, standards, and contract conditions.
  • Monitor and report on the effectiveness of contractors’ QA/QC systems; recommend and supervise corrective and preventive actions as needed.
  • Provide expert advice and guidance to the client and project teams on all matters relating to quality assurance and control.
  • Chair and participate in quality meetings with clients, consultants, and contractors; lead workshops and training sessions for quality improvement.
  • Coordinate with design, construction, and project management teams to ensure quality deliverables and performance targets are achieved.
  • Manage, investigate, and resolve Non-Conformance Reports (NCRs) and quality incidents in a PMC capacity, ensuring root cause analysis and lessons learned.
  • Prepare comprehensive and independent quality audits, compliance reviews, and KPI-based reports for the client and internal stakeholders.
  • Ensure robust document control and record-keeping in compliance with PMC and client requirements.

Profile/Skills

  • Bachelor’s degree in Civil Engineering, Quality Management, or a relevant discipline.
  • Minimum 15 years’ quality experience, primarily in large-scale metro/rail infrastructure, with at least 3 years in a senior PMC QA/QC role.
  • Previous experience in the Middle East is essential; Saudi Arabian project experience highly preferred.
  • Thorough knowledge of international and regional quality standards (e.g., ISO 9001), rail/metro construction methods, and local statutory requirements.
  • Strong background in interface management, multi-contract packages, and managing large teams.
  • Demonstrated experience representing the client or as part of a PMC team.
  • Certifications (e.g., IRCA QMS Auditor, CSWIP, or equivalent) are advantageous.
  • Excellent written and verbal communication skills in English; Arabic proficiency is a plus.
  • Chartered/Professional Engineer status or membership in recognized quality or engineering bodies (e.g., ASQ, ICE).
  • Experience working directly with client organizations, government entities, or major international consultants managing metro/rail projects.
