SYSTRA’s urban planning work is based on an integrated vision of mobility. We assess all relevant issues right from the start of project development, including current and future travel requirements, urban planning, economic and social development, and environmental protection.

SYSTRA has completed 17,000+ Square kilometer of Statutory Master Planning and 15+ City Development Plans (CDPs).

We are seeking applications for the position of Team Leader/Urban Planner/ Town or Regional Planning Expert Planning Expert for Zonal Development Plans for Eastern part of India.

Missions/Main Duties

  • Project Leadership:
    Lead the formulation and preparation of Zonal Development Plans, ensuring effective team coordination and timely delivery of high-quality planning outputs.
  • Master & Regional Planning:
    Oversee the development of Master Plans, Development Plans, Regional Plans, Area Plans, Town Planning Schemes, and Investment Region Strategies, providing strategic direction and technical guidance.
  • Stakeholder Management:
    Serve as the key interface with clients, government agencies, and other stakeholders, maintaining strong professional relationships and ensuring alignment with project objectives.
  • Tourism & Policy Development:
    Contribute to the creation of Tourism Strategies, Program Design, Policy Development, Feasibility Studies, and other related engagements as required by the project scope.
  • Project Structuring & Agreements:
    Participate in project development, including preparation and review of project agreements, tendering, project structuring, and risk management.
  • Legal & Land Policy Expertise:
    Provide expert advice on land policy, statutory requirements, and the legal framework relevant to urban and regional planning in Bihar.
  • Team Development:
    Mentor, guide, and develop team members, fostering a professional environment to effectively achieve project milestones.

Profile/Skills

  • Postgraduate Degree in Planning (Regional Planning/Urban Planning/Infrastructure Planning) from an accredited college or university
    OR
  • Postgraduate Degree in Urban Design with at least 15 years of relevant field experience from an accredited college or university
  • Minimum of 5 years’ experience as a Team Leader or Project Director in the formulation of Master Plans, Development Plans, Regional Plans, Area Plans, Town Planning Schemes, or Investment Regions
  • Demonstrated leadership qualities with ability to manage multidisciplinary teams effectively
  • Experience in preparation of Tourism Strategy, Program Design, Policy Development, Feasibility Studies, or similar assignments
  • Hands-on experience with project agreements, tendering processes, project structuring, and risk management
  • Proven track record in successful project implementation of at least 2 projects
  • Sound knowledge of land policy and the associated legal framework
