The multi-disciplinary services provided by SYSTRA in all projects comprising of feasibility study, design and engineering, bid documentation, tendering services, environment and social safeguards study, construction supervision and project management consultancy. The services also extended to business planning, policy reform, institutional and organizational restructuring.

 

Missions/Main Duties

  • Establish, review, and maintain robust systems for approval, monitoring, and reporting to ensure the highest safety standards in all project activities, fulfilling the health and safety obligations of the MDSC.
  • Prepare comprehensive guidance manuals for contractors on the preparation of site-specific health and safety plans (OHS Plan and CHS Plan).
  • Review and approve contractors’ H&S plans, ensuring they meet international best practices and project requirements.
  • Guide, mentor, and manage the national Health & Safety expert for effective daily implementation of H&S systems and activities.
  • Deliver tailored training sessions on H&S monitoring and implementation to MDSC environment specialists, MDSC staff, NCC staff, contractors, and government stakeholders.
  • In coordination with the national consultant, conduct semi-annual or as-needed site visits for in-depth review of H&S implementation, including:
  • Reviewing monitoring reports from the PMU and contractors.
  • Evaluating Contractor H&S documents (OHS Plan, CHS Plan, measures in EMPs).
  • Identifying and addressing compliance gaps based on international best practices.
  • Reviewing and following up on incident reports, including discussions with PMU and contractor leads to ensure incident resolution.
  • Make recommendations based on findings to continually improve health and safety performance and outcomes on the project.
  • Perform other related H&S tasks as required to support overall project safety and compliance.

Profile/Skills

  • Degree in Engineering or Planning, with a post-graduate degree or diploma in Occupational Health and Safety, Construction Safety, or Industrial Safety.
  • Professional on-site H&S work experience across both developed and developing country contexts.
  • Strong written and spoken English communication skills.
  • At least 15 years of progressive experience in health and safety management, including the development, implementation, monitoring, audit, and training of on-site safety programs.
  • Minimum 5 years of relevant experience in construction safety for infrastructure projects (e.g., water supply, sewerage, bridges, roads, metro rail) in urban environments.
  • Proven ability to deliver H&S training and to mentor multicultural teams.
  • Strong analytical and problem-solving skills.
  • In-depth knowledge of international best practices in construction site health and safety.
