Context

We are seeking an accomplished Infrastructure Lead to join a landmark masterplanning project in Riyadh. The ideal candidate will have robust leadership and stakeholder management experience, with demonstrated expertise in managing both wet and dry utilities. Experience within Saudi Arabia or the GCC region and the ability to communicate in Arabic are preferred.

Missions/Main Duties

  • Lead and coordinate all infrastructure activities, ensuring integration of wet and dry utilities across the masterplan.
  • Act as the principal liaison between the project team, government authorities, utility providers, consultants, and key stakeholders.
  • Develop and oversee the execution of infrastructure strategies, ensuring alignment with project deliverables, budgets, and timelines.
  • Facilitate multidisciplinary coordination between architects, planners, civil engineers, and utility specialists.
  • Oversee and review the design and implementation of water, wastewater, stormwater, power, telecom, and other utility networks.
  • Manage approvals and interface with local authorities to secure necessary permits and clearances.
  • Anticipate and resolve complex infrastructure and utility challenges, applying proactive risk management and innovative solutions.
  • Prepare and present detailed reports, progress updates, and technical presentations to internal management and external stakeholders.
  • Guide and mentor the infrastructure and utilities team, promoting professional development and excellence.
  • Ensure compliance with relevant local and international codes, as well as sustainability standards.

Profile/Skills

  • Education: Bachelor’s degree in Civil Engineering, Infrastructure Engineering, or related discipline (Master’s preferred).
  • Experience:
    • Minimum 15 years of relevant experience, with a proven track-record as an infrastructure/utility lead on major masterplanning, urban development, or large-scale infrastructure projects.
    • Management experience across both wet and dry utility networks
    • Extensive professional experience in Saudi Arabia or GCC (mandatory).
  • Stakeholder Management: Exceptional skills in establishing and maintaining collaborative networks with government entities, clients, contractors, and utility providers.
  • Language Skills: Fluency in Arabic is highly advantageous; proficiency in English is required.
  • Technical Proficiency:
    • Extensive knowledge of design, approvals, and construction of wet (water, wastewater, stormwater) and dry (power, telecom, gas) utilities.
    • Strong understanding of local codes, authority approval procedures, and sustainability practices.
  • Leadership Abilities: Demonstrated experience in leading and mentoring multidisciplinary teams within complex project environments.
  • Other Skills:
    • Strong report writing, presentation, negotiation, and interpersonal skills.
    • Able to operate effectively in a multicultural, fast-paced environment.

Preferred:

  • Membership in professional engineering institutions.
  • Prior experience working for/with government agencies or major consulting firms.
