Context

We are seeking a highly skilled and experienced 3S Lead to join our team.
The ideal candidate will have a background in 3S (Safety, Security, and Health) Management.

Missions/Main Duties

𝗢𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽:


• Support the deployment and effective implementation of the 3S Management System across all projects and activities in Egypt & North Africa.
• Assist in integrating 3S requirements during tendering and project mobilization phases.
• Participate in 3S risk identification, assessment, and mitigation planning prior to project start.
• Support the preparation and coordination of crisis and emergency management arrangements.
• Ensure alignment of site practices with SYSTRA 3S standards, procedures, and guidelines.


𝗔𝘄𝗮𝗿𝗲𝗻𝗲𝘀𝘀 & 𝗖𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲:

 

• Monitor compliance with applicable legal requirements and SYSTRA 3S standards across projects.
• Support the development, implementation, and follow-up of 3S action plans.
• Track deviations, non-conformities, and ensure proper corrective and preventive actions are implemented.
• Conduct regular site visits, inspections, and internal audits.
• Support reporting of 3S performance indicators and dashboards.


𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 & 𝗖𝗼𝗻𝘁𝗶𝗻𝘂𝗼𝘂𝘀 𝗜𝗺𝗽𝗿𝗼𝘃𝗲𝗺𝗲𝗻𝘁:


• Participate in incident reporting, investigation, and root cause analysis.
• Ensure lessons learned are communicated and shared across projects.
• Support the development and delivery of 3S training, inductions, and awareness sessions.
• Promote hazard identification and reporting culture across all levels.
• Contribute to continuous improvement initiatives and best practice sharing.


𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 & 𝗖𝘂𝗹𝘁𝘂𝗿𝗲:

 

• Promote a strong and proactive 3S culture across all projects and teams.
• Support managers and supervisors in implementing 3S standards and practices.
• Participate in organizing 3S campaigns, safety days, drills, and awareness events.
• Interface with internal and external stakeholders (clients, contractors, authorities) on 3S matters.
• Act as a role model in driving 3S behaviors and engagement.

• Has the authority to stop any activity that poses an immediate risk to people, assets, or environment.

 

𝗦𝗮𝗳𝗲𝘁𝘆, 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 & 𝗛𝗲𝗮𝗹𝘁𝗵 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀:

 

• Ensure full compliance with company 3S policies, procedures, and applicable legal requirements across all activities.
• Promote a proactive and just 3S culture where employees are encouraged to report hazards, incidents, and unsafe behaviors.
• Ensure all incidents, near misses, and unsafe conditions are properly reported, investigated, and analyzed to identify root causes and prevent recurrence.
• Support the identification, assessment, and mitigation of risks associated with operational and project activities.
• Ensure that all personnel, contractors, and visitors are aware of applicable 3S rules, procedures, and emergency arrangements.
• Contribute to maintaining a safe, secure, and healthy work environment across all operational areas.
Governance & Compliance
• Ensure adherence to SYSTRA 3S Management System and RATP Dev internal standards.
• Support internal and external audits, inspections, and compliance reviews.
• Monitor implementation of corrective and preventive actions and ensure timely closure.
• Maintain proper documentation and reporting related to 3S performance.
• Contribute to legal watch activities and ensure awareness of applicable regulatory requirements.


𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 & 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆:


• Has the authority to stop any activity that poses an immediate risk to human life, assets, or the environment.
• Accountable for reporting and escalating major 3S risks, incidents, and non-compliances.
• Expected to intervene in unsafe situations and promote safe behaviors at all times

Profile/Skills

𝗤𝘂𝗮𝗹𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀:

 

• Bachelor’s degree in engineering, Occupational Health & Safety, or a relevant discipline.
• NEBOSH Certificate or equivalent international HSE/3S qualification is mandatory.
• Additional certifications in ISO 45001, ISO 1400 KNOWLEDGE
• Good understanding of Safety, Security, and Health (3S) principles and management systems.
• Familiarity with Integrated Management Systems (IMS) and international standards (ISO 45001 & ISO 14001).
• Knowledge of risk assessment, incident investigation, and root cause analysis methodologies.
• Awareness of legal and regulatory 3S requirements within operational environments.
• Understanding of railway operations, construction, OR INFRASTRUCTURE PROJECTS IS AN ADVANTAGE. EXPERIENCE
• Minimum 4–6 years of relevant experience in HSE
• Experience in infrastructure, railway, or large-scale projects is preferred.
• Experience in implementing management systems and participating in audits.
• Exposure to multi-site or regional operations is an advantage.

• Capable of supporting and guiding operational teams on 3S-related matters.
• Confidence to challenge unsafe behaviors and enforce 3S requirements when needed.

 

𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲𝘀 & 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗦𝗸𝗶𝗹𝗹𝘀:


• very Good in English and Arabic (written and spoken).
• Good command of MS Office tools (Excel, PowerPoint, Word).
• Knowledge of reporting systems or HSE/3S tools is an advantage
